24 hours or more: Go for the stopover package

There are two packages available for transit passengers who are in transit for 24 hours or more; the Singapore Stopover Holiday and the Changi Stopover Package. The Singapore Stopover Holiday, a collaboration with Singapore Airlines and Singapore Tourism Board, gives you a one-night hotel stay, complimentary rides on the SIA Hop-on Bus, and access to over 20 attractive deals. However, this is only available to those flying on Singapore Airlines and/or SilkAir. If you’re on another airline, go for the Changi Stopover Package.  It comes with a 2-day-1-night stay in a hotel of your choice, a free SIM card and one-way airport transfer.
